江蘇省2020年義務教育學校招生入學政策解讀

        義務(wu)教育(yu)招生入學(xue)(xue)是促進教育(yu)公平(ping)的(de)關鍵環節,也(ye)是人民群眾(zhong)高度關注的(de)民生熱點。為(wei)貫徹落實《中共中央國務(wu)院關于(yu)深化教育(yu)教學(xue)(xue)改(gai)革全面提高義務(wu)教育(yu)質量的(de)意見(jian)》(中發﹝2019﹞26號(hao),以(yi)(yi)下(xia)簡稱(cheng)中央26號(hao)文件)精神(shen),經省委教育(yu)工(gong)作領導小組審議,省教育(yu)廳于(yu)近(jin)日(ri)印發《關于(yu)做好2020年義務(wu)教育(yu)學(xue)(xue)校招生入學(xue)(xue)工(gong)作的(de)通知(zhi)》(蘇教基﹝2020﹞4號(hao),以(yi)(yi)下(xia)簡稱(cheng)《通知(zhi)》)。現就《通知(zhi)》有關政策解讀如(ru)下(xia)。

        1.《通知(zhi)》出臺的背景是什(shen)么?

        近年(nian)(nian)來(lai),我(wo)省每年(nian)(nian)都會出臺文件(jian)對義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工作進行(xing)(xing)(xing)部(bu)(bu)署安(an)排(pai),今年(nian)(nian)制定(ding)并印發(fa)的(de)(de)(de)《通(tong)(tong)知》還有(you)其特殊的(de)(de)(de)背景(jing)。一方(fang)(fang)面是堅決(jue)(jue)貫(guan)徹國(guo)家(jia)決(jue)(jue)策(ce)(ce)部(bu)(bu)署。2019年(nian)(nian)6月23日,中央26號(hao)文件(jian)對義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育招(zhao)生(sheng)改革進行(xing)(xing)(xing)部(bu)(bu)署,特別是在(zai)推(tui)進免試(shi)就近入(ru)(ru)學(xue)(xue)全(quan)覆蓋、民(min)(min)辦(ban)學(xue)(xue)校(xiao)與公辦(ban)學(xue)(xue)校(xiao)同(tong)步招(zhao)生(sheng)等方(fang)(fang)面作出規定(ding),教(jiao)(jiao)(jiao)育部(bu)(bu)隨后也(ye)對貫(guan)徹執(zhi)行(xing)(xing)(xing)中央文件(jian)提出剛(gang)性要(yao)求,我(wo)省出臺《通(tong)(tong)知》,就是堅決(jue)(jue)貫(guan)徹中央文件(jian)精(jing)神、確保(bao)中央重大決(jue)(jue)策(ce)(ce)部(bu)(bu)署落實落地的(de)(de)(de)一個重要(yao)舉措。另(ling)一方(fang)(fang)面是積極回應人民(min)(min)群眾(zhong)重要(yao)關(guan)切(qie)。我(wo)省針對人民(min)(min)群眾(zhong)反映強(qiang)烈的(de)(de)(de)突出問題(ti),自2018年(nian)(nian)下半年(nian)(nian)起持續開(kai)(kai)展義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育學(xue)(xue)校(xiao)違(wei)規辦(ban)學(xue)(xue)行(xing)(xing)(xing)為專項整治,取得了(le)較好成效(xiao),但仍有(you)一些(xie)地方(fang)(fang)和學(xue)(xue)校(xiao)不同(tong)程度存(cun)在(zai)著違(wei)規考試(shi)招(zhao)生(sheng)、提前掐尖招(zhao)生(sheng)、違(wei)規編班等問題(ti),造成了(le)家(jia)長(chang)和社會的(de)(de)(de)焦慮(lv),這與我(wo)省義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育優質均衡發(fa)展的(de)(de)(de)要(yao)求及人民(min)(min)群眾(zhong)對公平而有(you)質量的(de)(de)(de)義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育的(de)(de)(de)期待尚(shang)有(you)差距。基于(yu)這兩方(fang)(fang)面的(de)(de)(de)考慮(lv),我(wo)省在(zai)深入(ru)(ru)調研座談(tan)、廣泛聽取意見的(de)(de)(de)基礎(chu)上,研制了(le)《通(tong)(tong)知》,并委托第三方(fang)(fang)專業機構(gou)開(kai)(kai)展風(feng)險評估。與上海(hai)市、浙(zhe)江省等長(chang)三角地區協(xie)商溝通(tong)(tong),同(tong)時發(fa)布招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)政(zheng)策(ce)(ce)文件(jian),對2020年(nian)(nian)義(yi)(yi)(yi)(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育學(xue)(xue)校(xiao)招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工作進行(xing)(xing)(xing)全(quan)面部(bu)(bu)署。

        2.《通知》在依(yi)法保障適齡兒童(tong)少年全面接受義務教育方面提出了哪些要(yao)求?需要(yao)關注的重點對象是什么(me)?

        《義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)法(fa)(fa)》明確(que),“義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)是(shi)國家(jia)統一實施的(de)所有適齡(ling)(ling)兒童(tong)(tong)(tong)、少(shao)年(nian)(nian)必須接受的(de)教(jiao)(jiao)育(yu)”。《通知》強化了適齡(ling)(ling)兒童(tong)(tong)(tong)少(shao)年(nian)(nian)全面(mian)接受義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)法(fa)(fa)定要(yao)求(qiu)。政(zheng)府、學(xue)校(xiao)和家(jia)庭(ting)都要(yao)嚴(yan)格執(zhi)行落實《義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)法(fa)(fa)》《未成年(nian)(nian)人(ren)保護法(fa)(fa)》等(deng)法(fa)(fa)律法(fa)(fa)規(gui),切實保障每個適齡(ling)(ling)兒童(tong)(tong)(tong)少(shao)年(nian)(nian)接受義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)權利。《通知》重點對殘疾兒童(tong)(tong)(tong)少(shao)年(nian)(nian)、貧(pin)困家(jia)庭(ting)兒童(tong)(tong)(tong)少(shao)年(nian)(nian)、外來務(wu)工(gong)人(ren)員隨遷子女和留(liu)守兒童(tong)(tong)(tong)等(deng)適齡(ling)(ling)兒童(tong)(tong)(tong)少(shao)年(nian)(nian)的(de)入(ru)學(xue)提出了明確(que)要(yao)求(qiu)。《通知》還特(te)別(bie)提出,要(yao)依法(fa)(fa)做(zuo)好控輟保學(xue)工(gong)作,確(que)保義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)入(ru)學(xue)“一個不少(shao)”。堅決禁止社會培訓(xun)機(ji)構以“國學(xue)班(ban)”“讀經班(ban)”“私塾”等(deng)形式替代(dai)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)的(de)非法(fa)(fa)辦(ban)學(xue)行為(wei)。

        3.《通知》在(zai)義(yi)務教育學校免(mian)試就近入(ru)學政策方面作(zuo)出了哪些具體規定?

        《義(yi)務(wu)教育(yu)法》明(ming)確,“適齡兒(er)(er)童(tong)、少(shao)(shao)年免(mian)(mian)試(shi)(shi)(shi)入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)。地方各級人民(min)政府應當保(bao)障適齡兒(er)(er)童(tong)、少(shao)(shao)年在(zai)戶籍所(suo)(suo)在(zai)地學(xue)(xue)(xue)校(xiao)就(jiu)(jiu)近入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)”。中央(yang)26號文件提出(chu),“推進義(yi)務(wu)教育(yu)學(xue)(xue)(xue)校(xiao)免(mian)(mian)試(shi)(shi)(shi)就(jiu)(jiu)近入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)全(quan)覆(fu)蓋”。《通知》嚴格(ge)執行(xing)法規和文件要求,明(ming)確所(suo)(suo)有公(gong)辦學(xue)(xue)(xue)校(xiao)和民(min)辦學(xue)(xue)(xue)校(xiao)都要嚴格(ge)遵守《義(yi)務(wu)教育(yu)法》免(mian)(mian)試(shi)(shi)(shi)入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)規定(ding),不得通過(guo)筆試(shi)(shi)(shi)、面試(shi)(shi)(shi)(談)、評測等(deng)選拔方式招(zhao)生(sheng)(sheng),嚴禁以(yi)各類競賽證(zheng)(zheng)書、競賽成(cheng)績或考級證(zheng)(zheng)明(ming)等(deng)作為(wei)招(zhao)生(sheng)(sheng)依據。公(gong)辦學(xue)(xue)(xue)校(xiao)在(zai)劃定(ding)的學(xue)(xue)(xue)區范(fan)圍(wei)(wei)內通知入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)或登記(ji)入(ru)(ru)(ru)(ru)學(xue)(xue)(xue),保(bao)障學(xue)(xue)(xue)區內每個(ge)適齡兒(er)(er)童(tong)少(shao)(shao)年都能免(mian)(mian)試(shi)(shi)(shi)就(jiu)(jiu)近入(ru)(ru)(ru)(ru)學(xue)(xue)(xue);民(min)辦學(xue)(xue)(xue)校(xiao)在(zai)審批機關的轄地范(fan)圍(wei)(wei)內報(bao)(bao)名入(ru)(ru)(ru)(ru)學(xue)(xue)(xue),當報(bao)(bao)名人數超(chao)過(guo)當年招(zhao)生(sheng)(sheng)計(ji)劃數時,所(suo)(suo)有報(bao)(bao)名人員(yuan)全(quan)部(bu)實(shi)行(xing)電腦隨機派位錄取,堅決做到(dao)免(mian)(mian)試(shi)(shi)(shi)入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)全(quan)覆(fu)蓋。

        4.民辦義務教育學校(xiao)的招(zhao)生范圍(wei)如何確定?與以前比有(you)什么變化?

        根(gen)據《義(yi)務教育(yu)法》明確(que)的(de)(de)“義(yi)務教育(yu)實行縣級人(ren)民政(zheng)府為主管理(li)(li)的(de)(de)體(ti)(ti)制(zhi)”規定(ding)和(he)中央26號文件提(ti)出的(de)(de)“民辦義(yi)務教育(yu)學校招(zhao)(zhao)生(sheng)納入(ru)審(shen)批地(di)(di)統一管理(li)(li)”要(yao)求(qiu),《通知》提(ti)出,民辦學校堅持屬(shu)地(di)(di)化(hua)管理(li)(li)原(yuan)則(ze),在學校審(shen)批機關的(de)(de)轄地(di)(di)內(nei)招(zhao)(zhao)生(sheng),具體(ti)(ti)報名對象范(fan)圍由各(ge)市(shi)(shi)、縣(市(shi)(shi)、區(qu))教育(yu)行政(zheng)部門明確(que);滿足審(shen)批地(di)(di)入(ru)學需求(qiu)后(hou)仍(reng)有(you)空余學額的(de)(de),經設區(qu)市(shi)(shi)大赢家(jia)体育(yu) - 大赢家(jia)app官(guan)网批準(zhun)可適當擴大范(fan)圍,原(yuan)則(ze)上(shang)不得跨(kua)設區(qu)市(shi)(shi)招(zhao)(zhao)生(sheng)。中央26號文件明確(que)了(le)民辦義(yi)務教育(yu)學校招(zhao)(zhao)生(sheng)納入(ru)審(shen)批地(di)(di)統一管理(li)(li)的(de)(de)新(xin)要(yao)求(qiu),《通知》首次(ci)把(ba)民辦學校的(de)(de)招(zhao)(zhao)生(sheng)范(fan)圍劃定(ding)在審(shen)批機關所轄地(di)(di)的(de)(de)范(fan)圍,一定(ding)程度上(shang)遏(e)止(zhi)了(le)以前出現的(de)(de)跨(kua)區(qu)域、跨(kua)市(shi)(shi)域招(zhao)(zhao)生(sheng)的(de)(de)情況。

        5.義務教(jiao)育學校“公(gong)民(min)同招”的具體要求(qiu)是什么?

        《通知(zhi)》第6條(tiao)明確(que)(que),全面實行公民(min)(min)同(tong)(tong)招(zhao)(zhao),即義務(wu)教育(yu)階段(duan)公辦(ban)學(xue)(xue)校和民(min)(min)辦(ban)學(xue)(xue)校都(dou)應在規定的時間(jian)內,同(tong)(tong)步登記(ji)報名、同(tong)(tong)步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取、同(tong)(tong)步注冊學(xue)(xue)籍,目的是堅決(jue)杜絕義務(wu)教育(yu)學(xue)(xue)校提前招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和掐尖招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。這個“同(tong)(tong)步”,并不(bu)一(yi)定是在“同(tong)(tong)一(yi)天”,而是指(zhi)“同(tong)(tong)一(yi)個時間(jian)段(duan)”。《通知(zhi)》要求(qiu),招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間(jian)一(yi)般(ban)安排在5月(yue)中(zhong)旬至(zhi)8月(yue)中(zhong)旬,不(bu)得(de)早于(yu)5月(yue)1日,具體招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間(jian)由各設區市(shi)和縣(市(shi)、區)教育(yu)行政部門(men)研究(jiu)確(que)(que)定。“公民(min)(min)同(tong)(tong)招(zhao)(zhao)”要求(qiu)在2019年(nian)教育(yu)部和我省的中(zhong)小(xiao)學(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)工(gong)作通知(zhi)中(zhong)就已經明確(que)(que),我省從去(qu)年(nian)起就已經開始試行。

        6.民辦學校招(zhao)生是(shi)不是(shi)全(quan)部要實(shi)行(xing)電腦(nao)隨(sui)機派位錄(lu)取?電腦(nao)隨(sui)機派位是(shi)由教育行(xing)政部門還是(shi)學校來組(zu)織實(shi)施?

        根(gen)據中(zhong)央26號文件“民(min)辦(ban)(ban)義務教育學(xue)校報名(ming)人(ren)數超(chao)過(guo)招(zhao)(zhao)生計劃(hua)(hua)的(de),實行電(dian)腦(nao)隨(sui)機錄(lu)取”的(de)規定,從今年(nian)(nian)開始,江蘇將和全(quan)國其他省市一樣(yang),幼升(sheng)小、小升(sheng)初,民(min)辦(ban)(ban)學(xue)校凡是報名(ming)人(ren)數超(chao)過(guo)招(zhao)(zhao)生計劃(hua)(hua)數的(de),將全(quan)部實行電(dian)腦(nao)隨(sui)機派(pai)位(wei)錄(lu)取。民(min)辦(ban)(ban)九年(nian)(nian)一貫制學(xue)校初中(zhong)招(zhao)(zhao)生在保證小學(xue)直升(sheng)需(xu)求后仍有余(yu)額(e)且多余(yu)名(ming)額(e)少于報名(ming)人(ren)數的(de),也(ye)要(yao)采取電(dian)腦(nao)隨(sui)機派(pai)位(wei)的(de)方式。當(dang)然(ran),如果民(min)辦(ban)(ban)學(xue)校的(de)報名(ming)人(ren)數未(wei)超(chao)過(guo)招(zhao)(zhao)生計劃(hua)(hua)數,則一次性(xing)全(quan)部錄(lu)取,不需(xu)要(yao)進行電(dian)腦(nao)隨(sui)機派(pai)位(wei)。

        《通(tong)知》明確要(yao)求,電(dian)腦隨機(ji)派(pai)(pai)位(wei)由(you)審批地教(jiao)育行(xing)政(zheng)部門(men)統一組織實施,具體(ti)操作規則由(you)各地教(jiao)育行(xing)政(zheng)部門(men)制定,無(wu)論民辦還是公(gong)辦學校均不得(de)自行(xing)組織電(dian)腦隨機(ji)派(pai)(pai)位(wei)。電(dian)腦隨機(ji)派(pai)(pai)位(wei)必須有公(gong)證機(ji)構(gou)參(can)加(jia),全程接受社會(hui)監(jian)督,派(pai)(pai)位(wei)結果要(yao)實時向社會(hui)公(gong)開。

        7.民(min)辦(ban)學(xue)校(xiao)實行免試入學(xue)后,政(zheng)府及其教育部門(men)對民(min)辦(ban)學(xue)校(xiao)發展有(you)哪些(xie)支持(chi)的舉措?

        我省一直支(zhi)持(chi)民(min)(min)辦(ban)(ban)(ban)義務(wu)(wu)教(jiao)(jiao)育持(chi)續健康(kang)發(fa)展(zhan)(zhan)。一是在經(jing)費(fei)支(zhi)持(chi)上(shang)(shang),為義務(wu)(wu)教(jiao)(jiao)育階段(duan)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)免(mian)費(fei)提供(gong)教(jiao)(jiao)科書,并按(an)省定生(sheng)(sheng)均公用(yong)經(jing)費(fei)基準定額,免(mian)除義務(wu)(wu)教(jiao)(jiao)育階段(duan)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)雜費(fei)。非營利性民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)按(an)規定享受與(yu)公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同等稅收優惠政策。二是在內涵與(yu)特(te)色(se)建設(she)(she)上(shang)(shang),鼓(gu)(gu)勵支(zhi)持(chi)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)開(kai)展(zhan)(zhan)特(te)色(se)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)、特(te)色(se)項目、特(te)色(se)課程等軟硬件建設(she)(she);鼓(gu)(gu)勵支(zhi)持(chi)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)申報(bao)基礎教(jiao)(jiao)育內涵建設(she)(she)項目,不(bu)斷促(cu)進(jin)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)特(te)色(se)發(fa)展(zhan)(zhan)和(he)質(zhi)量提升(sheng)。三是在中考招生(sheng)(sheng)上(shang)(shang),要(yao)求各地熱點普通高(gao)中在分配指標生(sheng)(sheng)名額時,要(yao)同時面(mian)向所有不(bu)選拔生(sheng)(sheng)源的民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)。四是在學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)和(he)教(jiao)(jiao)師(shi)(shi)發(fa)展(zhan)(zhan)上(shang)(shang),落實民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)在師(shi)(shi)資培訓、教(jiao)(jiao)研科研、評獎評優等方面(mian)與(yu)公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)享有同等機(ji)會和(he)待遇,民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)師(shi)(shi)在職務(wu)(wu)評聘、出(chu)國(guo)進(jin)修等方面(mian)與(yu)公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)教(jiao)(jiao)師(shi)(shi)享有同等權利。

        8.《通知》提(ti)出均衡分班,如(ru)何保(bao)障?

        義務教育招生(sheng)(sheng)入學(xue)(xue)后的第(di)一(yi)個(ge)環節就是(shi)給學(xue)(xue)生(sheng)(sheng)分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban)。《通知》明確,“嚴格均(jun)衡(heng)分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban),嚴禁設立重點班(ban)(ban)(ban)(ban)(ban)(ban)、快慢(man)班(ban)(ban)(ban)(ban)(ban)(ban)和(he)實驗(yan)班(ban)(ban)(ban)(ban)(ban)(ban)等”。是(shi)否做到(dao)(dao)均(jun)衡(heng)分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban)主要從兩方(fang)面(mian)(mian)看(kan),一(yi)是(shi)從分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban)辦法(fa)看(kan),應(ying)該堅持面(mian)(mian)向人人、公(gong)開、陽光、透(tou)明的原則,公(gong)布分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban)方(fang)案(an),保證分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban)公(gong)平公(gong)正;二是(shi)從分(fen)(fen)(fen)班(ban)(ban)(ban)(ban)(ban)(ban)結果看(kan),依(yi)據(ju)全體學(xue)(xue)生(sheng)(sheng)各方(fang)面(mian)(mian)因素均(jun)衡(heng)分(fen)(fen)(fen)配,努力(li)做到(dao)(dao)每個(ge)班(ban)(ban)(ban)(ban)(ban)(ban)的學(xue)(xue)生(sheng)(sheng)數(shu)量(liang)、男女生(sheng)(sheng)人數(shu)比例、生(sheng)(sheng)源(yuan)分(fen)(fen)(fen)布、教師配置(zhi)等方(fang)面(mian)(mian)相(xiang)對(dui)均(jun)衡(heng)。《通知》還(huan)強調(diao),“不得以分(fen)(fen)(fen)層走班(ban)(ban)(ban)(ban)(ban)(ban)等形式變相(xiang)分(fen)(fen)(fen)快慢(man)班(ban)(ban)(ban)(ban)(ban)(ban)”“堅持標(biao)(biao)準(zhun)班(ban)(ban)(ban)(ban)(ban)(ban)額辦學(xue)(xue),起始年(nian)級要按照省定標(biao)(biao)準(zhun)班(ban)(ban)(ban)(ban)(ban)(ban)額招生(sheng)(sheng)”等。

        9.義務教育學校(xiao)能否招收特長生(sheng)?

        根(gen)據國家要(yao)求,2020年開始(shi),義務教育(yu)階段全面取消(xiao)特長生(sheng)招生(sheng),《通知》在第4條進行(xing)了(le)強調重申(shen)。《通知》還對體育(yu)藝(yi)術類專(zhuan)門學校的(de)招生(sheng)提出了(le)具體要(yao)求,明確“招生(sheng)方案須報審(shen)批的(de)教育(yu)行(xing)政部門及相關部門審(shen)核(he)同意后方可實施,可進行(xing)體育(yu)或藝(yi)術的(de)術科測(ce)評,但不(bu)得組織文化(hua)科目(mu)考試”。

        10.《通知》對保障(zhang)隨遷(qian)子女入學有哪些規(gui)定(ding)?

        江蘇是(shi)外(wai)來務工人員主(zhu)要流入(ru)(ru)(ru)省份之一,保(bao)障隨(sui)遷(qian)(qian)子(zi)(zi)女平等接受義務教育是(shi)一項非常重要的任(ren)務。《通知(zhi)》要求(qiu)各地(di)要健全以居住證為主(zhu)要依據的隨(sui)遷(qian)(qian)子(zi)(zi)女義務教育入(ru)(ru)(ru)學(xue)(xue)政策。實行隨(sui)遷(qian)(qian)子(zi)(zi)女積分(fen)制入(ru)(ru)(ru)學(xue)(xue)的地(di)方要合理設置積分(fen)條(tiao)件(jian),確保(bao)符合國家《居住證暫行條(tiao)例》基本要求(qiu)的隨(sui)遷(qian)(qian)子(zi)(zi)女能(neng)夠(gou)應(ying)入(ru)(ru)(ru)盡入(ru)(ru)(ru)。同時,要堅持以公辦學(xue)(xue)校(xiao)(xiao)為主(zhu)安排隨(sui)遷(qian)(qian)子(zi)(zi)女就(jiu)學(xue)(xue),對于公辦學(xue)(xue)校(xiao)(xiao)學(xue)(xue)位不足(zu)的可以通過政府購買服務方式(shi)安排在民(min)辦學(xue)(xue)校(xiao)(xiao)就(jiu)讀,不得將隨(sui)遷(qian)(qian)子(zi)(zi)女集中在少(shao)數學(xue)(xue)校(xiao)(xiao)、班級(ji),幫助(zhu)隨(sui)遷(qian)(qian)子(zi)(zi)女早(zao)日(ri)融入(ru)(ru)(ru)學(xue)(xue)習生活。

        11.《通知》對殘(can)疾兒童少年接受義務(wu)教育方面有哪些要求?

        《義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)法》明確了(le)殘(can)疾(ji)(ji)兒(er)童(tong)少年接受義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)的(de)權利。《通(tong)知》依(yi)據殘(can)疾(ji)(ji)程度(du)(du)提出(chu)不同(tong)(tong)的(de)要(yao)求,明確要(yao)積極推進(jin)融(rong)合(he)教(jiao)(jiao)(jiao)育(yu),優先(xian)采用普通(tong)學校(xiao)隨班就(jiu)讀的(de)方式,就(jiu)近安排輕度(du)(du)殘(can)疾(ji)(ji)兒(er)童(tong)少年接受義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)。中(zhong)、重度(du)(du)殘(can)疾(ji)(ji)兒(er)童(tong)少年安排至(zhi)特殊(shu)教(jiao)(jiao)(jiao)育(yu)學校(xiao)就(jiu)讀。需專人護理、無法到(dao)校(xiao)就(jiu)讀的(de)殘(can)疾(ji)(ji)兒(er)童(tong)少年以(yi)到(dao)康(kang)復機構、殘(can)疾(ji)(ji)人之家(jia)集中(zhong)送教(jiao)(jiao)(jiao)為主(zhu),有條(tiao)件的(de)地(di)區(qu)提供(gong)送教(jiao)(jiao)(jiao)上門服務(wu)(wu)。同(tong)(tong)時,要(yao)求各(ge)地(di)依(yi)法對特殊(shu)兒(er)童(tong)開(kai)展教(jiao)(jiao)(jiao)育(yu)評估認定,明確科學安置方式并(bing)予以(yi)落實(shi)。

        《通知(zhi)》是針對全(quan)省義務(wu)教育(yu)學校招(zhao)生入(ru)學工作的(de)總體要(yao)(yao)求,各市、縣(市、區)教育(yu)行政(zheng)部門要(yao)(yao)結合本地實際(ji),制定出臺本地區具體的(de)招(zhao)生入(ru)學政(zheng)策。
